Energy and Natural Resources Minister Alparslan Bayraktar shared Turkey’s vision of complete energy independence in an era of deepening global power crisis. Minister Bayraktar, detailing the Osman Gazi Floating Production Platform, which will play a critical role in the processing of Black Sea gas, announced that Turkish Petroleum Corporation (TPAO) is focused on achieving a daily production of 1 million barrels of equivalent oil and natural gas through its domestic and international operations.

Osman Gazi Floating Production Platform Prepares for Duty

The Osman Gazi Floating Production Platform, which will set sail for its mission area in the Black Sea at the end of October, represents one of Turkey’s most advanced engineering steps in deep-sea power operations. The platform will operate continuously for a full 20 years off the coast of Filyos.

The platform includes 21 different facilities. 11 of these facilities were built from scratch, while 10 are undergoing extensive modernization. 7 of the 11 units built from scratch were produced entirely with domestic industrial capabilities; Thus, 70% of the new facilities on the platform were directly brought to life in Türkiye. In the massive operation carried out in the field, approximately 30 kilometers of piping and 642 kilometers of cabling have been completed.

Strengthening with the project In this sector, there is a remarkable brain drain. While the localization rate in drilling and captaining teams, which were managed by foreign experts in previous years, has risen above 70 percent, many experienced Turkish engineers working abroad are also returning to the country to participate in this massive operation in Turkey.

Production to Quadruple: New Platform Coming in 2028

Work continues uninterruptedly for the transition to the third phase of gas production in the Black Sea. Minister Bayraktar stated that the manufacturing process of a second floating production platform, which will directly quadruple production, is ongoing. This new platform, whose name has not yet been determined, is planned to be brought to Turkey at the end of 2027 and included in effective production in 2028.

The production capacity, which currently stands at around 350,000 barrels per day with domestic and international operations, is targeted to reach 550,000 to 600,000 barrels per day in 2028, and ultimately 1 million barrels per day. Thus, Turkey is becoming a country that meets its oil and natural gas needs through its own operations.

Global Crisis, Subsidies and the 2040 Vision

Bayraktar, drawing attention to the geopolitical crises in the Strait of Hormuz and Bab el-Mandeb, which have blocked global power routes, stated that Turkey has not experienced any disruption in supply security thanks to its strong infrastructure. It was reported that despite global cost increases, the subsidy rate reflected to citizens on the natural gas side has exceeded 50 percent. On the fuel side, price stability was achieved by foregoing 250 billion Turkish Lira in tax revenue through the sliding scale system.

The Ministry is preparing to announce the “New Energy Architecture” plan, which redefines Turkey’s entire roadmap from electricity to natural gas, from petroleum to renewable energy. Details of the comprehensive strategy document, which includes the 2040 targets, will be shared with the public at the end of October or the beginning of November.
