Ministry of Commerce Reached a Consensus on EU’s 3 Euro Customs Duty

The Ministry of Commerce announced that the preferential regime right for Turkish e-exporters is preserved in the EU’s 3 Euro customs duty application. Here are the details.

The Ministry of Commerce of the Republic of Turkey reached an agreement on the 3 Euro customs duty per item initiated by the European Union (EU) for e-commerce shipments under 150 Euros.

In this process, which entered into force on July 1, 2026 and will continue until July 1, 2028, the status of e-commerce products sent from Turkey to the EU has become clear. Minister of Trade Ömer Bolat announced that as a result of intensive technical negotiations carried out to protect the legal gains of the Turkey-EU Customs Union, the advantageous status of works in free circulation in Turkey has been preserved. This development is considered a critical gain for Turkish e-exporters.

Diplomatic Initiatives Gave Results for Exporters

According to the statement made by the Ministry of Commerce, a technical and diplomatic process has been carried out before the European Union Commission since the first day the EU started preparations for the regulation. The main goal in this process was to protect the legal advantages provided by the Customs Union between Türkiye and the EU.

Products originating from Türkiye managed to maintain their competitive power in the EU market.

As a result of the negotiations, it was confirmed that the works in free circulation in Turkey and sent to the European Union via e-commerce accompanied by the A.TR Movement Certificate will continue to benefit from facilitated methods within the scope of the H1 customs declaration. This decision will ensure that there are no disruptions in the customs processes of small-scale shipments made by e-commerce companies in Turkey to EU countries.

New Era in Customs Duty Planned

The customs duty of 3 Euros introduced by the EU will remain valid until July 1, 2028. This date was determined as the period when the EU Customs Data Center will become operational at full capacity. After the said date, the currently used simplified customs application will be completely abolished and replaced by new, more comprehensive digital regulations.

Technical studies will continue uninterruptedly to maintain export volume.

Minister of Commerce Ömer Bolat stated that this development reinforced the environment of trust in Turkey-EU trade relations and emphasized that they were determined to protect the interests of domestic producers and exporters. These changes in the e-commerce world aim to harmonize logistics and customs procedures with the digitalization vision.
