What is Digital Twin Technology and How Does It Work?
The KUTAY project includes an advanced artificial intelligence infrastructure that models the behavior patterns of society at the micro and macro levels. In this approach, called “digital twin”, thousands of artificial intelligence citizens with the demographic and sociological characteristics of the real society are created. These digital citizens respond to the questions posed to them in a way that suits the tendencies of the voter group or social segment they represent.
The system is designed on two main scenarios:

This path serves as a critical “decision reinforcement mechanism” for political parties, public institutions and strategic decision makers. It provides concrete data that minimizes errors, especially in determining election strategies or social policies.
From Politics to Public Administration: KUTAY’s Strategic Goals
KUTAY stands out not only as an information analysis tool, but also as an analysis that combines democratic processes with digital speed. The first big step of the project took place with the agreement signed with the İYİ Party. This cooperation reveals the need of political parties for the digital twin model to understand their bases and undecided voters.
The next stop of the project is the highest levels of the state. Discussions with the Cyber Security Presidency show that this technology is not only a political tool, but can also be used in matters of national security and strategic public administration. Anticipating social reactions provides a revolutionary ability in terms of public order and strategic planning.
While these opportunities offered by technology accelerate Turkey’s transition to an information-oriented management approach, they aim to prevent “survey errors” and understand the public’s expectations more clearly.
