Hayat 112 Emergency Application Launched in Türkiye

With the Hayat 112 Emergency application, notifications are managed quickly. Correct adaptation is ensured for rapid response in emergency situations.

Türkiye is adding a new one to its digital transformation steps in emergency and disaster management. HAYAT 112 Emergency portable application, developed by the Ministry of Internal Affairs, is put into service with the aim of accelerating the emergency invitation processes of citizens, ensuring better harmony of field groups and preventing repeated notification records.

This new generation system, which is available to citizens completely free of charge, allows rapid notification in many different categories, from disasters to health problems, from public order incidents to fire risks. The application, which increases its position-based intervention capability thanks to its digital infrastructure, stands out as a security shield designed to take into account how valuable even seconds are in times of crisis.

This application; It is implemented with the aim of correctly managing notifications, preventing duplicate records, ensuring healthy compliance of field groups and maintaining system performance. A notification can be created every two hours for a random event type.

Where do the events go in the Life 112 Emergency application?

Incidents created via the mobile application are transferred to the central compliance system of the 112 Emergency Call Center; It is evaluated here and directed to relevant institutions and groups.

Why log in via e-government?

The goal of logging in via the e-Government Gateway is; ensuring secure, verified and fast user authentication.

How does the kade process work?

Emergency calls for help made via KADES are transmitted to law enforcement units along with the user’s position information; After the evaluation, the closest group is quickly directed.

Why is my information saved in my profile?

Do my addresses have to be saved in the app?

It is not necessary to save your address information in the application. However, if you define your address information in the system, location and address selection can be made faster and easier in the notifications and emergency notifications you create through the application.

If I get a penalty from the radar on the route, will the state cover it?  

In Türkiye, traffic fines are imposed under the responsibility of the vehicle owner and driver within the framework of relevant legislative decisions. For this reason, public institutions have no obligation to make automatic payments or cover the fines for traffic fines that may occur.

Why do I register my relatives?

Can the application be used abroad?

The application serves effectively within the borders of the Republic of Turkey.

What should I do if I cannot log in to the application?

In case of login problems, internet connection, e-Government information and application innovation must be checked.

Can I use the application if I do not remember my e-Government password?

The application login process is carried out through the e-Government authentication system. If you have forgotten your e-Government password, you can use the “Forgot My Password” option on the e-Government login screen or apply to PTT branches to get a new password.

Can I create a report without uploading an image?

In some types of reports, it is necessary to upload a photo or visual in order to provide the necessary verification by the relevant units so that the incident can be evaluated more quickly and accurately.

Can an ambulance be requested via the application?

Why do citizens have to go through so much process to create an incident?

Reasonable verification and auditing steps are implemented in the reporting processes in order to obtain accurate and reliable information, to evaluate the incident properly and to ensure the correct guidance of the relevant teams.

Is my data protected under KVKK?

Personal information is processed, stored and protected in accordance with the relevant legislation within the scope of the Personal Data Protection Law No. 6698.

Was this application developed to track citizens?

LIFE 112 Emergency mobile application is used only for the purpose of carrying out emergency services in a rapid, active and coordinated manner and provides services within the scope of relevant legislative decisions.

How do I know that my data is not shared with other institutions?

Personal information can only be shared with authorized institutions and organizations (law enforcement forces, 112 centers, etc.) within the scope of the relevant legislation.

Why do you want access to my phone’s camera and microphone?

In some types of notifications; Camera and microphone permissions may be required in order to evaluate the incident more quickly and to direct law enforcement and first aid teams actively. Some basic features of the application can be used without granting camera, microphone and position permissions; However, certain services such as position-based routing, sight and sound transfer can only work in a limited way.

Why is the application running in the background?

Background services; It is used to transmit notifications and maintain emergency processes without interruption. If preferred by the user, the application’s ability to run in the background can be turned off via device settings.

Are the images sent by citizens used for other purposes?

Images submitted within the scope of the notice; It is used solely for the purpose of evaluating the relevant report, verifying the incident and correctly directing the necessary teams.  

Why are citizens always forced to update?

Updates; It is published with the aim of maintaining security, performance and service quality.

Why do I have to enter so much information in the AFAD section, we may not be in a position to fill out the form during an earthquake?

Information requested on AFAD notification screens; It is requested in order to evaluate and prioritize the event accurately and to direct the groups to the correct point as soon as possible. Especially in disaster situations, incomplete or inaccurate information can delay the response process. For this reason, only the necessary information is requested and the process is designed to be as fast and practical as possible.

Can’t the ‘I’m Under Debris’ notification be used by people with malicious intentions?

“I’m Under Debris” notifications are evaluated through systematic verification and audit processes. Technical measures are implemented to detect unfounded or malicious uses, and notifications are confirmed by the relevant groups and taken into consideration.

Why are being stranded and being under rubble different categories? Isn’t it just like that?

Since each type of incident requires different intervention processes, notifications are evaluated in different categories depending on the nature of the incident.

Why are damage assessment requests removed from the application? Isn’t this the primary mission of the state?

Damage assessment studies are an official process carried out by the relevant institutions of the state. Notifications received via the portable application are used to collect and prioritize citizen requests more quickly and to actively direct groups.

Why are citizens still waiting for help while their shelter and food requests are being processed?

Assistance processes; It is carried out by the relevant institutions according to regional density, logistics planning and priority status.

Why are photographs requested in damage assessment requests? Doesn’t the state conduct on-site inspections?

Visual content; It is requested with the aim of accelerating pre-evaluation processes and ensuring accurate group planning.

Isn’t the ‘Other Cases’ category very unknown?

Can I request the cancellation of my notice through the Wish/Suggestion/Request field I created in the Feedback Form?

If more than one person submits a report for the same incident, doesn’t the system get confused?

Why is the School Emergency area only reserved for educators and why can’t other professional groups use it?

School Emergency module; It was developed with the aim of enabling authorized employees working in educational institutions to create a quick and coordinated notification. Within the scope of the application, the pilot process has been initiated for education workers, and integration and development studies for other professional groups are continued in coordination with relevant institutions.

Why are public order reports received through the application, when 112 can already be called?

Public order module; It is offered so that citizens can report security incidents quickly, with position information and recorded in the central system.

Why is there a first aid area? Isn’t 112 enough to call an ambulance?

First Aid module; It is used to quickly report health emergencies and identify the actual scene of the incident.

When you send a first aid call, does an ambulance come automatically?

Health related notifications; After the evaluation made by the 112 Emergency Call Center, the patient is directed to the relevant health groups, depending on the nature and urgency of the incident.

Will the identity of the person who reported SLEEPING be revealed?

Notifications submitted within the scope of UYUMA are evaluated by authorized units within the framework of the relevant legislation and confidentiality principles.

Doesn’t reporting drugs pose a risk to citizens?

Notification processes are carried out on the basis of the safety of the person making the notification and the protection of public order.

Is the Stray Animal notification used to collect animals?

Stray animal notifications transmitted through the application; It is evaluated within the scope of public order and animal welfare processes.

Why is a fire risk notification received before a fire occurs?

Fire risk notification; It is offered with the aim of reporting situations that may cause fire early and taking the necessary preventive measures.

Is it collecting information in the background?

APPLICATION; It processes data only when required by the service offered, in line with the relevant legislative decisions and the permissions given by the user.

Can other institutions other than the Police/Gendarmerie have access?

Relevant public institutions can access data only within the scope of their duty and authority.

Is there access without a court order?

Data; It can only be accessed and used by authorized and authorized public employees for the active execution of security and emergency services. In cases requiring judicial review or legal proceedings, the relevant processes are carried out within the framework of the applicable legislation and legal processes.

Does tracking end when the user closes the application?

The application does not track the user. Position information is used only when the process is initiated and given permission by the user.

There have been information leaks in Türkiye, how can we trust this?

Within the scope of the application, new cyber security measures are implemented and information systems; It is regularly monitored and audited to ensure data security, prevent unauthorized access and maintain service continuity.

Can the photos, positions and personal information I share be passed on to others?

The photographs and position information shared through the application are used solely for the purpose of managing the notification and emergency process.  

What is the legal support of the application?

APPLICATION; 112 Emergency Call services are developed within the scope of disaster management and public security services, in line with the duties and powers of the Ministry of Internal Affairs. All processes; It is carried out within the framework of relevant public legislation, information security standards and legal regulations regarding the protection of personal information.

Will the data be made available through open request?

Access to the camera, microphone and position used in the application depends on user permission. Information processing processes; It is carried out within the scope of relevant legal regulations, with the purpose of carrying out public security, emergency management and 112 services.


Will the user have the right to delete their data?

Information obtained within the scope of the application; It is managed within the framework of the periods and rules determined in the relevant legislation for the purpose of public security, emergency management and 112 services.  


How to prevent accidental or malicious notifications from being sent? What happens if children create a false report?

The application is used with e-Government verification. Therefore, it is the user’s responsibility to ensure that the application is not left open and used by third parties or children. Legal proceedings may be applied within the scope of the relevant legislation for false, unfounded or malicious reports.

Who will be responsible for the grievance of the citizen who has problems accessing the application?

In order to minimize technical disruptions that may occur during the application access process, the necessary infrastructure, security and continuity measures are provided by the relevant institutions. However, access problems that may occur due to reasons such as internet connection, device incompatibility, user-related setting problems or third-party service interruptions may arise from different technical elements.

For this reason, in emergency situations, it is possible for our citizens to access services by calling 112 Emergency Call number directly, without relying solely on the portable application.

Is the application capable of handling the intensity during a disaster?

Application infrastructure; It was designed in line with the principles of scalable architecture and high accessibility, taking into account disaster, emergency and heavy use scenarios. Systems are systematically tested and capacity and performance analyzes are carried out.

With this; The extreme connection and internet density that may occur during large-scale disasters can affect not only applications but also entire communication infrastructures. For this reason, alternative connection channels and emergency call mechanisms are actively used to ensure service continuity.

Is location history stored?

Storage, access and usage processes of location information; It is carried out in line with the relevant legislative decisions, especially the Personal Data Protection Law No. 6698. It is based on the elements of not keeping unnecessary data in the systems and data minimization.

How will this system work if there is no internet at the time of the earthquake?

APPLICATION; It is designed to work over the internet and portable data infrastructure. However, disruptions in internet access may occur due to infrastructure outages or communication congestion that may occur in extraordinary situations such as earthquakes. For this reason, the system works integrated with existing communication infrastructures; The aim is for our citizens to be able to request assistance via 112 Emergency Call line, GSM voice services and other emergency connection channels, rather than relying solely on the portable application. In addition, studies on system continuity, backup, load balancing and alternative access systems for disaster scenarios are always carried out by the relevant institutions.
