CXMT, one of China’s leading DRAM manufacturers, is preparing to expand its operations in the memory market. It is claimed that the company is considering establishing an experimental line for CXMT 3D NAND production at its new facility planned near Beijing. According to information from three sources close to the company cited by Reuters, the facility is not yet at the construction stage. Therefore, even if the plan is implemented, it may take at least two or three years for the company’s experimental line for 3D NAND production to become operational.

CXMT’s Strategic Transformation

To this end, the company has established a research institute in Beijing that also includes NAND flash development work. However, CXMT has not yet made an official statement regarding 3D NAND production, and it remains unclear whether it will proceed with mass production.

At this stage, there are no details about the planned architecture, the number of layers to be used, the production process, performance targets, or production capacity. However, sources suggest that the company is already discussing its NAND production plans with potential customers.

It is stated that among these customers is a newly established company planning to develop storage products for artificial intelligence and advanced computing applications. If CXMT enters this field, it is expected to move outside the DRAM market, where it has traditionally specialized, and directly enter YMTC’s field of activity.

Sectoral Competition and Government Support

China’s two major memory manufacturers have largely focused on different areas of operation until now. While CXMT has been progressing in DRAM production, YMTC has been concentrating its efforts on 3D NAND. Interestingly, both companies have recently begun to pursue a different strategy from their competitors. Besides CXMT’s focus on 3D NAND, there are reports that YMTC is also exploring DRAM production. This suggests that both Chinese manufacturers may be trying to consolidate DRAM and NAND production under one roof. Global memory giants like Samsung, SK Hynix, and Micron have long been active in both areas. However, for CXMT, investing in 3D NAND could be a commercially questionable move. The company already has growth opportunities in DRAM production, and the demand created by artificial intelligence infrastructure makes advanced DRAM and HBM products strategically valuable. 3D NAND, however, requires significantly different production processes, equipment, and technical expertise than DRAM. Therefore, directing CXMT’s existing resources to NAND could mean a more costly investment for the company in the short term.

However, CXMT’s decision may not have been solely influenced by commercial factors. The company is seen as a valuable part of China’s policies to strengthen domestic semiconductor production.

While the Hefei administration provided financial support for CXMT’s establishment, the company also received investment from China’s state-backed Big Fund. Therefore, it is stated that the goals of China’s central and local administrations play a significant role in the company’s strategic investments.

From this perspective, CXMT’s shift towards 3D NAND production aligns with China’s aim to reduce its dependence on foreign sources in memory technologies. If the company is successful, China could have a second-largest domestic 3D NAND producer alongside YMTC.
