The technology world in Turkey is closely following developments in the field of artificial intelligence. The Turkish Patent and Trademark Office aims to accelerate patent processes in this field with the TURKPATENT artificial intelligence fast line application, which will soon implement.

This new application will enable enterprises developing artificial intelligence technologies to secure their intellectual property rights more quickly. The system, planned to be launched within a year, also aims to create a more predictable environment for investors.

Risk-Oriented Assessment in Artificial Intelligence Projects

The Artificial Intelligence Fast Line application aims to accelerate the patent process while simultaneously preventing harm to citizens and investors. Accordingly, a special assessment will be made in the patent process according to the risk level of the project.

Easy audits will be carried out in daily applications. Applications in areas such as health, education, employment, social assistance, credit rating, biometric recognition, law enforcement, and justice will be subject to more intensive scrutiny.

A specific artificial intelligence law and ethical framework will be created for Türkiye, taking into account the European Union’s proportional risk approach. According to this framework, new projects will be classified as low, medium, and high risk.

The risk guide is targeted to be published within one year. Simple checklists will be used for low-risk applications.

A short-form Algorithmic Impact Assessment will be required for medium-risk applications. For high-impact systems, an extended Algorithmic Impact Assessment, a publicly available summary Model Card, and detailed technical documentation to be submitted to regulatory bodies will be standardized.

European Standard and New Ecosystem in Personal Data

It is planned to strengthen the alignment of the Law on the Protection of Personal Data with the European Union’s General Data Protection Regulation to include data processing scenarios specific to artificial intelligence. The methods for using personal data during the training of artificial intelligence models will be determined in more detail.

Rules of explainability in automated decision-making systems and rules regarding the transfer of personal information abroad will also be clarified. The aim of these regulations is to create a more reliable and predictable ecosystem in the field of artificial intelligence in Türkiye.

For citizens, the protection of personal information and fundamental rights is aimed at being stronger. For artificial intelligence companies and investors, a clearer environment will be created regarding which rules apply.
