With the Presidential Circular No. 2026/9 published in the Official Gazette, Turkey’s new Artificial Intelligence Action Plan covering the years 2026-2030 has officially entered into force. Following the first strategy covering the 2021-2025 period, the new roadmap aims to elevate Turkey’s artificial intelligence ecosystem to a higher level by focusing on technological independence, competitiveness, and knowledge-based development.
The Roadmap for the New Era: Turkey’s Artificial Intelligence Action Plan
Prepared under the coordination of the Ministry of Industry and Technology, the action plan was shaped by the joint work of public institutions, the private sector, universities, and civil society organizations. Building upon the achievements of the 2021-2025 National Artificial Intelligence Strategy, the new plan aims to adapt to rapidly changing global dynamics.
The new strategy is based on the principles of human-centeredness, reliability, ethical responsibility, digital sovereignty, and sustainable development. In line with the plan, Türkiye aims to be not only a consumer of artificial intelligence technologies; The aim is to rise to a position of developing, producing and exporting.
4 Basic Principles: “Aware, Utilize, Produce and Manage”
The backbone of the new action plan consists of four main elements:

Aware: Increasing artificial intelligence awareness throughout society.

Utilize: Widespread adoption of artificial intelligence applications in the public and private sectors.

Produce: Strengthening information and computing infrastructures to develop domestic artificial intelligence solutions and train qualified human resources.

Management: To ensure a competitive, ethical and reputable ecosystem management at the international level.
Coordinated Transformation in Public and Private Sectors
With the published circular, all public institutions and organizations were asked to meticulously fulfill their missions and responsibilities within the scope of the action plan. The roadmap, the details of which will be shared on the official website of the Ministry of Industry and Technology ( www.sanayi.gov.tr), will guide Turkey’s digital transformation and technological sovereignty steps for the next 4 years.
