A New Era Begins in the Second-Hand Technology Market in Türkiye

The Ministry of Commerce launched the 14-day right of return for refurbished products and the YÜBİS digital registry system. Details of the new regulation strengthening consumer rights are in our news.

The Ministry of Commerce of the Republic of Turkey took a revolutionary step in the technology sector and second-hand market and shared with the public the new regulations prepared for refurbished products. According to the announcement made on the ministry’s official social media account, a comprehensive regulation change was made in order to increase consumers’ confidence in second-hand devices and make the market more transparent. In this new era, refurbished devices will take their place on the shelves as products that have gone through strict inspection processes, have a digital identity and their historical information is completely transparent. The application aims to enable Türkiye to transition to a model that will set an example worldwide in second-hand technology management.

Consumer Rights Are Expanded in Renewed Product Purchases

One of the most striking articles of the new regulation stands out as the radical improvement made in the return processes. The 14-day right of withdrawal, which is currently only valid for online purchases, is now also valid for renewed products purchased from physical stores.

In this way, a consumer will be able to return a refurbished phone or tablet that he bought by going to the store and seeing it within 14 days without having to give for any reason. The Ministry emphasizes that this step is one of the strongest steps taken for consumer protection.

This regulation aims to prevent practices that are detrimental to the consumer, such as “non-refundable” or “cannot be exchanged”, which are frequently encountered in the second-hand market. Sellers will now have to stand behind the products they sell, and this will naturally increase the quality of the products in the market.

Consumers will feel as secure when purchasing a refurbished product as if they were purchasing a brand new product. Especially in the high-priced smartphone market, this assurance is expected to play an important role in protecting citizens’ budgets.

Digital History of Devices is Recorded with YÜBİS System

Another revolutionary innovation implemented by the Ministry of Commerce was the Renewed Product Information System (YÜBİS). Thanks to this system, a “digital registry” will be created for each technological device that enters the renewal process.

Through this system, it will be possible to track which parts of a device have been changed before, which repair processes it has undergone and which technical services have checked it. Consumers will be able to access all transparent information about the history of the device they will purchase through this digital identity.

With YÜBİS, the repair and part replacement history of each device is tracked transparently.

The digital identity application aims to prevent informality and the use of counterfeit parts in the market. Since all the stages that the devices go through in the renewal centers will be recorded in YÜBİS, it will be impossible to give false information to the consumer.

This transparency means preventing unfair competition not only for consumers but also for honest renewal centers. Thanks to this central database, the Ministry will have the opportunity to instantly monitor all renewed product traffic in the market and take rapid action against businesses that do not comply with the rules.

The ministry’s vision includes making Türkiye a global standard setter in the field of second-hand technology. Refurbished products are now more than just an economic alternative, they are becoming part of a sustainable economic model.

Thanks to this model, it is aimed to reduce the amount of electronic waste and extend the lifespan of the devices. From an economic perspective, using imported technological products more efficiently for a longer period of time is considered to be an element that will indirectly contribute to reducing the current account deficit.

As a result, this new move by the Ministry of Commerce offers a structure that both protects the consumer and disciplines the industry. It is predicted that the refurbished product market will grow much faster in the coming period with these regulations. This market, which citizens can navigate with confidence, facilitates access to technology and also opens the doors to safe trade within a legal framework.
