According to the announced plan, it is aimed to provide education to millions of individuals with artificial intelligence literacy workshops to be held in 81 provinces in the next two years. In addition, it is planned to train 10 thousand advanced artificial intelligence experts and 100 thousand artificial intelligence application professionals.
Another important topic was information and infrastructure investments. It is envisaged that thousands of public data sets will be made available to researchers and developers in areas such as health, agriculture, defense and e-commerce. In addition, it is aimed to significantly increase Turkey’s data center capacity by 2030.
Domestic artificial intelligence technologies also constitute an important part of the action plan. The Bilge project developed by TUBITAK, the large language model studies of T3 Foundation and Baykar, and HAVELSAN’s projects are among the studies that will contribute to the development of the Turkish-focused artificial intelligence ecosystem.

What’s in the artificial intelligence action plan?
According to the announced plan, Turkey’s artificial intelligence strategy was built on four basic axes: “Recognize, exploit, produce and manage.” In this context, it is aimed to strengthen human resources and to use artificial intelligence technologies more widely in the public and private sectors.
One of the most striking topics of the summit was the education aspect. It is planned to provide training to 5 million people within two years with artificial intelligence literacy workshops to be established in 81 provinces. In addition, it is aimed to train 10 thousand advanced artificial intelligence experts and 100 thousand artificial intelligence application professionals.
Important steps were also announced on the data side. It is planned to make at least 2 thousand public data sets, especially in health, agriculture, defense and electronic commerce, available to researchers, enterprises and developers. In addition, new regulations will be worked on that will protect user rights and provide a predictable environment for investors.
Infrastructure investments also stand out as one of the important pillars of the action plan. According to the announced goal, it is aimed to increase Turkey’s data center capacity to at least 1 gigawatt by 2030. It is aimed to mobilize at least 10 billion dollars of investment in data center, cloud and artificial intelligence infrastructures, with a special section.
New applications to increase the public’s use of artificial intelligence are also on the agenda. While it is planned to allocate at least 2 percent of shares to artificial intelligence projects in public investment programs, it is aimed to make artificial intelligence-supported solutions more widespread in e-Government services. It is also planned to implement “artificial intelligence coupon” reinforcement programs for SMEs operating in the fields of health, power and smart production.
Türkiye’s aim to develop its own artificial intelligence models was also among the important agenda items of the summit. Bilge developed by TÜBİTAK, the big language model developed in cooperation with T3 Foundation and Baykar, and HAVELSAN’s work are shown as valuable building blocks of the Turkish-focused artificial intelligence ecosystem.
Topics such as information security, digital sovereignty, cyber security, ethical use of artificial intelligence and protection of personal information also came to the fore at the summit. Turning Istanbul into an international artificial intelligence and technology center, positioning Terminal Istanbul as a center that brings together global investors and entrepreneurs, and developing a joint Turkish Languages Grand Language Model with the Organization of Turkic States were among the announced goals.
